If you want more slow down NPC relationships in your world, you can change the number of days a sim has to couple, also you probably want to change your partnership and marriage liking percentage.
I think first you want to set SP speed to snail, and make SP produce a variety of townies and not those infamous pudding faces when you world is in need of new residents, NPC or service sims. I think you can use her exact Woohooer settings though. Don't use her settings as she post them 'cause she plays with custom age settings and I doubt you want to play with a baby for 30 days. There's settings for SP, Woohooer and other Nraas mods. When I started using those mods I was the same as you! So I searched for some reference or some info and I found this great site.
